A decision taken by the Imperial Court in Constantinople in 619, against the backdrop of a new avar offensive and a chronic war in the Orient, will have lasting consequences on developments in the center of the Balkan Peninsula. The same decision will contribute to the extension of the Romanization process on both sides of the Danube.
